About the 25 by 2025 Movement

When survivors of domestic violence make the brave decision to leave an unsafe situation, they often face a heartbreaking choice: leave their beloved pets behind or stay in harm’s way. Sadly, only a small percentage of domestic violence shelters in the U.S. currently allow pets. That’s where the 25 by 2025 initiative comes in.

Led by RedRover in partnership with PetSmart Charities, Greater Good Charities, and supported by Purina, the 25 by 2025 campaign aims to make 25% of domestic violence shelters pet-friendly by the year 2025. It’s a bold and necessary step to ensure people and pets can stay together during one of the most vulnerable times in their lives.

Why is this so important? Studies show that nearly half of survivors delay leaving an abusive situation because they can't take their pets with them—and abusers often use animals as a tool of control. By increasing the number of pet-friendly shelters, we remove a major barrier to safety.

The campaign supports shelters in becoming pet-friendly by offering grants, technical guidance, educational workshops, and a robust advocacy toolkit. Whether you're a shelter professional, an advocate, or just someone who wants to help, there’s a role for everyone in this mission.
